Unnat Bharat Abhiyaan (UBA) Cell

About Unnat Bharat Abhiyaan 2.0:

Unnat Bharat Abhiyaan (UBA), a flagship programme of Ministry of Human Resource Development (MHRD) Government of India, is an opportunity to enable faculty and students of higher educational institutions to work with the people of rural India in identifying development challenges and evolving appropriate solutions for accelerating sustainable growth.

We have adopted following villages for their development in collaboration with district administration:
  • Khamgaon (Chatra)
  • Nigade
  • Pal (Khurd)
  • Ambed
  • Kondgaon.

ED Cell of our Institute will be coordinating this activity in coordination with IIT, Powai as a Regional Coordinating Institute and IIT, Delhi as a National Coordinating Institute.

Based on analysis of surveys in selected villages (Village and Household Surveys), the issues /needs in the adopted villages will be identified. The proposed Village Development Plan is towards:

  • Enhance agricultural productivity
  • Eco Friendly sustainable technology and local resources
  • Creating employment opportunity
  • Empowerment of social fencing.

As per the guidelines of UBA 2.0, in order to move towards the holistic development of the villages, there are two major domains need to be developed in an integrated way : human development and material (economic) development.

Summary report :

  • Unnat Bharat Abhiyan is inspired by the vision of transformational change in rural development processes by leveraging knowledge institutions to help build the architecture of an inclusive India.
  • It is an initiative of the MHRD, Government of India. As one of the several participating institutes, PES’s Modern College of Engineering, Pune-5 has adopted 5 villages in Tal-Velhe, Dist-Pune.
  • On 7th Jan, 2019 team of Faculty and student coordinators visited these villages and completed the primary village survey. This visit helped them to effectively plan the house-hold survey. In this regards a meeting with Sarpanch and Gram Sevaks and few senior representatives from the village was conducted.
  • A team of nearly 26 student volunteers from the institute accompanied by Prof. Mayuresh Kulkarni and Prof. Yogesh Nakhale visited Village Ambed on 17th January 2019. The village is located around 42 km from Pune City.
  • As per the official records, Ambed had about 90 families residing. But, as many of them have migrated for employment purpose, the volunteers could complete a survey of 62 households.

Observations during the Survey:

  • The approach road to the village is unpaved and narrow. It is nearly 4kms away from the major district road.
  • There are no public transport facilities available in the village.
  • The village is locked by hills on the 3 sides of its perimeter.
  • The houses in the village are generally kutcha or semi-pucca (only few pucca) with tin or cement sheets used for roofs.
  • The primary school is situated at a distance of 1km from the village.
  • There is no Primary Health Centre, Private Clinic in the village, for which they have to travel to about 12kms to reach the nearest government hospital.
  • The major crop grown is Rice and some seasonal vegetables. Apart from these there is no major agricultural activity taking place.
  • Agriculture here is totally dependent on monsoon as there are no major water bodies and water storage facilities available in the vicinity.
  • Due to the limited agricultural activities many families have migrated to the nearby cities in search of employment.
  • Majority of them come under the category of small and marginal farmers, hence per capita income is low.

Outcome:

  • After the survey, it was found that the village is deprived of many basic facilities like health services, public transport, water storage facilities, secondary school, etc. Majority of the people are unaware of the various government schemes which are meant for rural development.

Summary report :

  • The aim of survey is to solve problem technically and those can be completed under Unnat Bharat Abhiyaan, the initiative of MHRD, Government of India.
  • On 7th Jan, 2019 Faculty and student coordinators team visited Nigade and other villages to complete primary village survey to plan house-hold survey in coordination with Sarpanch and Gram Sevak. A meeting was conducted with Sarpanch, Gram Sevak and few senior representatives from the village.
  • A team of nearly 35 students from PES’s Modern College of Engineering accompanied by Mr. Kunal Khadke and Mr. Digvijay Patil took visit to a village Kondgaon on January 7 and17, 2019. It is located around 35 km from Pune.
  • With a total of 70 families living in village, the team managed to fill joabout 60 Household Survey Forms from these families of various backgrounds.

Observations during the Survey:

  • The villagers cultivates rice during Monsoon and seasonal vegetables season and most of the agricultural activities are based on rain during 4 months in a year.
  • No major source of income other than agriculture and hence lot of migration to nearby city areas has been observed.
  • The roads are mostly kacha and narrow.
  • Hygiene is quite maintained in most of the regions.
  • There is no bus transport facility and people have to usually go to the nearest town for that.
  • Only Primary school upto 5th grade is available which is moderate in size but is in good condition.
  • Don’t have doctor in villege. Need to go 10 km to consult doctor.
  • Water supply is consistent whereas the electricity is fluctuating as per wards.
  • Apart from that, the women have small self-help groups where they collect money and give it to a woman who needs it.
  • As per the observations and survey data collected, the solutions like water purification system, sewing machine to women self-help groups, solar lights, smokeless chula, etc., can be provided

Outcome:

  • The Proposal for projects that can implement is under process.

  • The aim of survey is to provide technical project and/or solutions that can be provided to the villagers under Unnat Bharat Abhiyaan, the initiative of MHRD, Government of India.
  • On 7th Jan, 2019 Faculty and student coordinators team visited Nigade and other villages to complete primary village survey to plan house-hold survey in coordination with Sarpanch and Gram Sevak. A meeting was conducted with Sarpanch, Gram Sevak and few senior representatives from the village.

Summary report :

  • This survey was the initial attempt to reach out to the villagers and get the first hand impression of the rural life shortcomings in day-to-day life. Students from Modern College of Engineering were keen to explore the town Pal.
  • On 7th Jan 2019, Faculty members and student coordinators team visited Pal and other villages to complete primary village overview to plan house-hold survey in coordination with Sarpanch and Gram Sevak.
  • Pal is about 50 Km away from Pune city and has population about 120. As it is located in the foothills of scenic Rajgad fort in the Sahyadri mountain, it is one of the interior part in Pune district in terms of reach from urban facilities.
  • "Gram Sabha" (Village meeting) was conducted in the deity temple of the town organized by Sarpanch and about 30 senior members of the town.
  • Faculty members then prepared the plan for the upcoming survey visit and planned travel arrangement etc. with the guidance of Sarpanch.
  • On 21st January 2019, team of 19 students and two faculty members visited Pal by bus. Reaching Pal took about 2 hours from the college. Students were split into 8 teams and visited each house in the town carefully noting down the details in the UBA survey form.
  • As students visited people in the town, few apparent observations were also noted along with the form in the notebook.

Observations based on /during Survey:

  • Fortunately Pal gets 24 hours electricity. However, whenever there is a power cut, mostly due to transmission line gets cut which runs from jungle, there is power outage for multiple days!
  • Pal has about 11 solar lamp posts installed through different schemes over past 7 years. Unfortunately, only one lamp is working and 10 lamps are not working since 4 years. Sarpanch was vocal about how important role solar lamps play in the town life whenever there is a power cut for couple of days continuously, if not weeks!
  • Most houses have at least someone who has migrated to nearest city, e.g. Pune for employment. Reason behind this is, except agriculture, there is no main source of income.
  • Pal has primary school up to 4th Std. School is in fairly good condition and having single room with very basic teaching facilities.
  • Rice is the main crop in the agriculture, but mainly dependent on the rainwater.
  • Intra town roads are narrow and non-tar (Kuccha). Roads become muddy in the rainy season.
  • No public transport facility reaches till Pal town and people have to go to nearest town Velhe to reach to Taluka place by private service.
  • There is no residential doctor in the town. People have to go to Velhe (15 Kms) for any primary health check-up.
  • There is no tap water supply in the town. Pal gets heavy rains over the monsoon season. However, due to lack of water management, there is severe water scarcity in the months March, April and May.

Outcome:

  • Students got first hand exposure to the shortcomings of the small town life.
  • Inspired students started thinking how they can use their educational knowledge and skills to create innovative solutions to the problem with available resources.
  • Solution to Non-working solar street lamps: As most of the solar street lamps are in non-working condition, solution has already been developed by the team of five members at our college. Novel but inexpensive product has been developed which can be installed on the lamp post, using available solar panels only. Protyping and testing phase is already completed successfully at the Innovation Lab at the college. Pilot setup will be installed in the Pal very soon for actual use. As this product has been developed in-house by our team, basic training will be given to the two persons from the town who had ITI training. Idea is, should there be fault in the lamp in the future, it can be repaired locally by locals only, as all parts can be procured easily from Taluka place (15Kms) independently. We believe, this is our baby step for the empowerment of the locals!
  • Other possible technical solutions are being complemented upon. Proposal for few more working solutions are being developed, and hopefully will be finalized soon.

  • There are total of 58 families living in village, the team managed to fill about 47 Household Survey Forms from these families.

  • Depending upon survey and observations smokeless chula, Water purification system, rain water harvesting etc. can be provided as solution.
